As you know, the current outfit and character systems only allow you to equip outfits on your original characters which do not have any passive abilities, unlike the Special Characters. This presents you with a dilemma, do you want to don different outfits as a means of expressing your creativity or do you want to make full use of the passive abilities? 

Soon, this dilemma will be a thing of the past! In an upcoming update to the character skin system, the soon-to-be-released Premium Characters will take the place of the current Special Characters. These Premium Characters can be equipped with all sorts of outfits to fully complete your unique look! This way you can have the best of both worlds.

To enjoy this new system, you’ll need to exchange the current Special Characters you’ve got, from purchases or rewards, for the new Premium Characters that will be released. We’ll start off by releasing these 4 Premium Characters: Agent Pei, Nina, Paratrooper and Rayne before subsequently releasing more down the road.
